The Statute of the town of Rovinj-Rovigno, is basic regulation adopted and determined on the session of the Town Council on October 7, 1993 which is used to regulate basic questions important for the town of Rovinj as the unit of local self-government. The Statute of the town of Rovinj – Rovigno regulates the name of the town is ROVINJ-ROVIGNO with the seat in the building of the Town hall on Matteotti Square 2.
The town area borders on communes of Bale, Kanfanar, Sveti Lovreč and Vrsar.
The town has its coat of arms and a flag. Respecting many centuries tradition, September 16th, St Euphemia’s Day (the patron saint), is marked as the Town of Rovinj-Rovigno Day.

The Town Council is the representative body of citizens and of the local government that determines, according to its rights and duties, common regulations regulated by the law and the Statute of the town. The Town Council counts 17 councillors whose function is honorary, terms of office are of 4 years, and it is not mandatory and revocable.

Administrative and special affairs for the needs of the Town Council and Municipal Board in the self-government field of activity are done by town services.

 

 

Besides common provisions, the Statute of the town regulates:

  • self-government field of activity
    Economic and social development, development of the cultural identity of the town, ecology, protection of historical and architectural inheritance.
  • realisation of the local needs of the inhabitants, protection of the autochthonous ethnic and cultural particularities of Italian national community and its members.
    On the area of Rovinj the Croatian and Italian languages have same rights. To the members of Italian national community it is guaranteed the right to public use of their own language and script, the right to the preservation of the national identity, the right to found autonomous cultural and other societies, the right to education on ther own language and the right to expose ethnic symbols.
  • organisation of the town self-government
    The authority and field of activity of Town Council, Mayor, Municipal Board and town self-government are regulated in keeping with the law and the Statute.
  • regulations of the town
    They prescribe the way of determining general and special regulations, their becoming effective and their announcement in the Official Gazette of the City of Rovinj.
  • town administration
    Departments of town administration are founded in keeping with the schedule and amount of affairs respecting the principle of relationship and organizational linking of correlating affairs from self-government field of activities, and according to the principle of efficient directing and supervising of their activities.
  • publicity of work of town’s bodies and responsibility
    Publicity of the work of the Town Council, Municipal Board and administrative bodies are guaranteed, except for the cases regulated by the law and common act of the Town Council.
  • direct participation of citizens in making decisions
    Citizens can directly take part in reaching decisions about local affairs through referendum and local meetings. Every citizen has the right to suggest to the Town Council bringing certain regulations or solving a certain problem from the sphere of action of the Town Council.
  • properties and finance of the town
    The Town of Rovinj has its own goods and property made of movables and realties of the town and the rights according to the Constitution of Republic of Croatia and the law. Town income according to the law is enclosed in the Budget of the town brought by Town Council at the end of the year for the current one.
  • local self-goverment
    Local committees, as the units of the local self-government, are founded for the area of the town of Rovinj. Local committees exercise certain affairs from the self-government sphere of action which are of direct and every day influence on life and work of citizens on the area where local committee was founded.
