The primary task of Rovinj’s business incubator as a specialised institutions that creates business preconditions for entrepreneurs and craftsmen is to provide support to entrepreneurs and beginner craftsmen, create a positive and supportive climate for the development of entrepreneurship and provide assistance in creating their business plans and programmes to facilitate their rapid development and their optimal business operations in the market.
The City of Rovinj-Rovigno established the Business Incubator in 2004. It operates within the city company Rubini d.o.o. at 37a A. Ferri Street.
The City of Rovinj-Rovigno transferred an abandoned building (warehouse) to the ownership of Rubini d.o.o. company. Supported by funds granted by the Ministry of Entrepreneurship (500,000.00 kunas) and the City of Rovinj-Rovigno (730,000.00 kunas), the company completed Stage I of the said facility with total surface of 177 m², i.e. 4 business premises, a storage area and two sanitary facilities.
After the construction of the first stage – ground floor at 37a A. Ferri Street, the Business Incubator applied for a grant of the Ministry of Entrepreneurship and received 80,000.00 kunas.
Each business premise has its own telephone line and electricity meter, while water consumption is paid per m² of allocated space.

Contests
The Premise Allocation Competition for all available business premises at the Business Incubator is announced in the daily newspapers Glas Istre and La Voce del Popolo. The full text of the competition is announced on the notice board of the City of Rovinj-Rovigno at the Entrepreneurs’ Association and on the web site of the City of Rovinj-Rovigno.
The contestants have to fulfil the following requirements:
have the status of beginner entrepreneur or trainee entrepreneur (with up to 2 years of business operations)
perform ”silent activities” in compliance with environmental regulations and physical plans of the City
Ranking/evaluation criteria:
Assessment of entrepreneurial potential
Choice of ideas and programmes of interest for the development of the city
Business plan and programme
Number of employed users
The amount of monthly rent in compliance with the Decision on Lease of Business Premises of the City of Rovinj (Official Gazette of the City of Rovinj-Rovigno no. 02/08, 07/08, 10/12 and 10/14).
With regard to the stimulation role of the Business Incubator, i.e. the development of small enterprises, the amount of rent is reduced as follows:
1st year 100%,
2nd year 60%,
3rd year 30%,
4th year 0%.
From 2005 to 2016, Rovinj’s Business Incubator hosted 16 entrepreneurs/craftsmen. According to the available data, out of the said 16 entrepreneurs/craftsmen who used the premises of the Business Incubator, only 3 users did not continue their business activity.
Building extension of the Business Incubator, the first coworking area in Rovinj, is underway.
