Process of enrolling your child in the kindergarten
The Regulations on Enrolling Children in Kindergarten stipulate the criteria, the manner and the process of enrolling children in preschool institutions and the terms and conditions of the child’s withdrawal.
The same provisions of the said regulations concerning parents apply to the child’s guardians and foster parents.
Children are enrolled in kindergarten from the age of one up to the beginning of elementary school according to the rank based on the criteria set forth in Article 12 of the Regulations.
At the time of filing the enrolment application, both children and parents must be registered residents of the city of Rovinj-Rovigno or have the status of aliens with a permanent of short-terms stay in the city area.
Children are enrolled in kindergarten on the enrolment dates.
The educational year starts on 1 September of the current year and ends on 31 August of the following year.
Children who reach the age of 1 by 31 August of the current year can be enrolled in the nursery programme, and children who reach the age of 3 by 31 August of the current year can be enrolled in the kindergarten programme.
The number of children enrolled in the new educational year depends on the number required to fill the existing kindergarten capacity or educational group formed in compliance with the effective National Pedagogical and Educational Standards.
Enrolment documentation
Children’s parents apply for enrolment submitting the required form that can either be collected at the kindergarten premises or downloaded from the kindergarten website. Along with the said form, the following proofs or facts important to realise the enrolment advantages must be submitted:
- a copy of birth certificate,
- a copy of the identity card of both parents, single parents, foster parents or guardians or a certificate of residence issued by the Ministry of the Interior of the Republic of Croatia,
- evidence of the parent’s status of victim or invalid of the Homeland War,
- the original excerpt/certificate issued by the Croatian Health and Pension Insurance Institute of the employment status of parents that must be dated within 30 days of the day of the contest announcement,
- the original faculty enrolment verification confirming that the parent is a full-time student that must be dated within 30 days of the day of the contest announcement,
- a copy of birth certificate for each child from families with three or more children,
- the original notarised statement confirming the single-parent family status stating that the said parent is the child’s sole caretaker and that s/he does not receive financial aid from the other parent, or other original evidence (certificate) issued by the competent Social Welfare Centre,
- for a single-parent family, the original Decree of Dissolution of Marriage or another proof confirming that the parent does not live in the shared household or other original evidence (certificate) issued by the competent Social Welfare Centre,
- a certificate issued by the competent Social Welfare Centre for children living in foster families or taken into custody,
- a copy of the Decree on Recognition of the Right to Children’s Allowance for the previous year,
- medical documentation and/or opinion/recommendation of the Social Welfare Centre if there are serious medical and/or social conditions in the child’s family.
The child can be withdrawn from the kindergarten upon the parent’s request. The parent has to submit a withdrawal request in writing at least 15 days from the day of the planned withdrawal. If the child no longer uses the kindergarten programme and the parent fails to submit a timely withdrawal request, the parent has to pay for overhead and material expenses to the kindergarten for the following 15-day period, including the last day of child’s presence in the kindergarten.

The process of assessing children’s psychophysical state for enrolment in the first grade of elementary school is carried out in compliance with the Regulation on the Process of Assessing the Psychophysical State of Children and Students and the Structure of Expert Committees (Official Gazette number 67/2014) based on the school catchment area of each elementary school and child’s registered place of residence or stay.
Parents or carers can enrol the child in the school out of their designated catchment area if it does not interfere with the increase of number of class units, if the child is enrolled in a school with alternative or international programme or programme in the language or script of national minorities, or else if the child is enrolled in a school established by another legal or natural person. Enrolment of children from other school catchment areas must not interfere with the optimal organisation of school work and it must not make it impossible to enrol for students who actually belong to a particular catchment area.
Parents or carers can file a request for early admission and enrolment in the first grade of elementary school.
Along with a substantiated request, the parent/carer must also enclose:
- a copy of the child’s birth certificate,
- a copy of the parents’ identity card or a certificate of change of place of residence or stay,
- opinion of the expert team of the preschool institution about the psychophysical state of the child if the child has attended the preschool programme.

All students who have completed their elementary school education have equal access to the first grade of secondary school within the number of admission places in compliance with the Decision on Enrolment passed by the Minister of Education.
The following students are enrolled in secondary schools under the same terms:
- Croatian citizens;
- Croats from other countries and
- children of nationals of an EU country.
A candidate who is not a national of an EU country can also enrolled in secondary school and attend regular education. Students who reach the age of 17 before the beginning of the school year in which they enrol in the first grade of secondary school have the right to enrol in the first grade of secondary school. Exceptionally, with the permission issued by the school board, a student under the age of 18 may also enrol in the first grade of secondary school, as can the candidate over the age of 18 with the permission of the Ministry of Education.
Regulations of Elements and Criteria for Selection of Candidates for Enrolment in the First Grade of Secondary School stipulate shared, special and additional criteria for the selection of candidates for enrolment in the first grade of secondary school. Elements and criteria set forth in the Regulations are also used for enrolment in international programmes.
Candidates sign up electronically and enrol through National Information Admission System for Secondary Schools (NISpuSŠ) on the web page.
The system of electronic registration and enrolment in secondary schools enables a simple, transparent and quick enrolment in the desired secondary schools without the unnecessary administrative work that can be avoided owing to services provided by the eMatica system- information system for management of standardised data in the elementary and secondary school education system.
Further education enrolments
High-school leaving exams or state matura are mandatory exams for students of grammar schools or gymnasiums at the end of their secondary education. The purpose of the state matura is the examination and evaluation of students’ knowledge, skills and abilities acquired during their elementary and secondary school education based on mandatory curricula. The results of the state matura provide an objective evaluation of each student and enables the comparison of grades for all students in the Republic of Croatia, which leads to a fairer access to university education and employment possibilities.
The state matura exams are taken by grammar school students for whom these are high-school leaving exams and by vocational and art school students who have attended programmes lasting at least four years and completed their secondary education by making and defending their final project and want to go on to higher education.
The state matura exams are organised in collaboration with schools and carried out by the National Centre for External Evaluation of Education (NCVVO), a fully independent entity within the educational system.
The state matura takes place on the same day across the entire Croatia, at the same time and under the same testing conditions and criteria for all students. The state matura consists of mandatory and elective part. The content, conditions, manner and process of undertaking the state matura are stipulated by the Regulations on State Matura Exams (Official Gazette, no. 97/08).
Higher education institutions are universities, polytechnics and schools of professional higher education with all its constituents.
University is an institution that organises and implements university studies in at leas two scientific an/or art areas in a greater number of fields and interdisciplinary studies. University constituents are: faculties, art academies, departments, institutes, foundations, associations, student centres, health care institutions, libraries, and technological centres.
- Faculty is a higher education institution that as a university constituent organises and carries out university studies, and develops scientific research and professional work in one or more scientific and professional fields. The faculty may also establish and carry out professional studies.
- Academy of arts is a higher education institution that as a university constituent organises and carries out university artistic studies, and develops first-rate artistic creative endeavour and scientific research in arts. The academy of arts may also establish and carry out professional artistic studies.
- University department is a university constituent that participates in the implementation of study programmes and develops scientific, artistic and professional work in a single field of science or in an interdisciplinary area of science, and participates in the implementation of university studies.
- The university institute is a university constituent founded for performing scientific activity in a single or several related scientific fields, normally related to higher education process at the university. A university institute may perform highly professional work and participate in teaching according to enactments passed by the university.
Polytechnic and school of professional higher education are institutions that organise and implement professional studies. A polytechnic implements at least three different studies in at least three fields.
